Indonesia Allocates IDR 4.9 Trillion for June–July 2025 Rice Assistance Program

Jakarta, VIVA – The Head of the National Food Agency (Bapanas), Arief Prasetyo Adi, announced that the government has allocated IDR 4.9 trillion for the rice assistance program scheduled for June and July 2025.

The government is committed to ensuring the program is efficient and well-targeted.

Adi explained that for efficiency, each of the 18.3 million beneficiary families will receive 20 kilograms of rice in total, delivered as 10 kilograms per month for two months.

The rice distribution will be carried out in coordination with the Food Task Force of the Indonesian National Police.

“For the needs of this two-month program, we were talking about 18.3 million recipients times 10 kilograms of rice times two months. Then there are distribution costs, which brings the total to around IDR 4.9 trillion," Adi said on Monday (June 9).

He added, "For oversight, we’re working with all relevant ministries and agencies, including the Food Task Force. Everything is by name and by address, using verified recipient data."

The implementation of the National Socioeconomic Single Data (DTSEN) as the database for aid recipients has also helped improve targeting accuracy for this year’s rice assistance program.

Currently, Bapanas is still finalizing the budgeting process together with the Ministry of Finance.

At the same time, Adi mentioned that Bulog has already been instructed to begin preparing 10-kilogram rice packaging, so that distribution can start quickly once everything is ready.

“We’ll be receiving the recipient data from DTSEN, which is a national dataset issued by Bappenas, and will be cross-checked on the ground by BPS, BPKP, and other institutions like the Ministry of Social Affairs," he remarked.

So far, Adi continued, 16.5 million recipients have been verified, and we estimate the number will reach 18.3 million. This is crucial because the President has emphasized that the aid must be accurately targeted. No room for missed targets.

“The rice assistance will be 10 kilograms per month for two months, so 20 kilograms per family. But we're aiming to deliver the full amount in one shot to save on distribution costs,” Adi added.

He confirmed the aid is aimed at groups in deciles 1 to 7, meaning it’s targeted at those most in need.

“We’re aiming to start deliveries by the end of June, prioritizing remote regions such as Eastern Indonesia and 3TP areas (underdeveloped, frontier, outermost, and border regions),” he stated.

Adi also conveyed that the government aims for at least 95 percent of the aid to be delivered by mid-July.

“Our target service level by mid-July is to exceed 95 percent distribution,” he said.

This rice aid program is also expected to have positive effects on the national economy, helping to push economic growth toward 5 percent and maintain people’s purchasing power.

As of now, Bulog holds more than 4 million tons of government rice reserves (CBP), and domestic rice procurement has already exceeded 80 percent of the 3-million-ton target.

With this strong stock position, the government is confident it can continue implementing various rice-related intervention programs moving forward.
