Indonesia to Push Social Media Protections Ahead of Age-Limit Law

Jakarta, VIVA – Indonesian Minister of Communication and Digital Affairs, Meutya Hafid, has explained the legal framework that could be used if restrictions on social media access for children are implemented.

She emphasized that both Government Regulations and Law can serve as the legal foundation for these measures.

"We have several options for it, the first is a Government Regulation, followed by a law. The PP can later be reinforced by a Ministerial Regulation,” Minister Hafid stated on Tuesday (Feb 4).

She further clarified that if an immediate regulation is needed, it can be issued in the form of a government regulation, which can later be strengthened by a law if deemed insufficient.

“If we find that the government regulation needs further reinforcement, we can work together to solidify it into a law,” she added.

However, Minister Hafid stressed that the primary goal of the regulation would be to prevent social media platforms from allowing minors to create their own accounts.

Children would still be allowed to use social media, she explained, as long as they are supervised by their parents.

“We must also ensure that any regulation we create does not infringe on freedom of expression or other rights. To be clear, this is not about restricting access to information or social media itself—it’s about regulating account creation. If a child is accompanied by their mother, they will still be able to access social media,” the minister concluded.
