Prabowo Signs Regulation Allowing Military, Police to Protect Prosecutors

Jakarta, VIVA – Indonesian President Prabowo Subianto has issued Presidential Regulation (Perpres) Number 66 of 2025 concerning State Protection for Prosecutors in carrying out the duties and functions of the Indonesian Attorney General’s Office.

This regulation was signed by President Prabowo on Wednesday (May 21).

The regulation consists of 13 articles. In Article 1, Paragraph 1, it states that state protection for prosecutors must ensure safety from threats that could endanger their lives, personal safety, or property.

This protection is provided if a prosecutor faces direct or indirect threats while performing their duties. According to Article 4, this protection can be legally provided by the National Police and the Indonesian National Armed Forces.

“State protection as referred to in Article 2 shall be carried out by the Indonesian National Police and the Indonesian National Armed Forces,” reads Article 4.

Article 5 adds that the protection isn't only for prosecutors, but also for their family members, if needed.

In Article 6, the types of protection are outlined, which include:

• Personal safety protection
• Protection of their residence
• Relocation to a safe house
• Property protection
• Protection of identity confidentiality
• Other forms of protection depending on the situation and need

Additionally, under Article 9 Paragraph 1(b), prosecutors are entitled to protection from TNI personnel while on duty.

Further details on how the Indonesian military  provides protection will be jointly regulated by the Attorney General and the Commander of the Armed Forces, as stated in Article 10.

Beyond protection, this regulation also outlines cooperation between the Attorney General’s Office and intelligence agencies, including the State Intelligence Agency and the Strategic Intelligence Agency of the Indonesian military.

As stated in Article 12 Paragraph 2, this cooperation includes:

• Information and data exchange
• Education and training for prosecutors

According to Article 11, funding for protection provided by the police and military comes from the state budget (APBN) under the Attorney General’s Office. Other legal and non-binding funding sources are also permitted.
